Bethlehem Baptist Church History

While no minutes of the organizational meetings have been found, reliable sources recount that Bethlehem Baptist Church was organized during the year 1885. Bethlehem was formed by a small group who grew out of Baptist Grove Baptist Church. This small group of people gathered for worship service under a brush arbor on the property of Mr. Alsey Chavis. This property is located in what is now Northclift Subdivision near Optimist Park. (This brush arbor consisted of wild bushes placed on posts, much like a grape arbor, which provided a covering during services).

Reverend Jim Chavis became the first pastor and served from 1885 until 1910. The early leaders and deacons included Atlas Chavis, Alsey Chavis, Leonlius Chavis and George Cornelius Chavis. The early members dedicated themselves to building a church. They also supported other Christian organizations such as the Wake Baptist Association which included in its minutes of a meeting in 1889 the representation of Bethlehem Baptist Church by Brothers Roberts Chavis, W. A. Jones and Edward Chavis.

The members of Bethlehem sought land for a new church. Arrangements were concluded for donation of a parcel on Sandy Forks Road by a Mrs. Shaw. The members began construction but were quickly immersed in a dispute with Mrs. Shaw. She was apparently disturbed by the group’s intentions to build a church for “blacks” on her land, and ordered the construction stopped. However, the Lord touched Mrs. Shaw’s heart prompting her to honor the donation. The members were indeed grateful to the Lord and to Mrs. Shaw for her act of kindness. (The new church sits upon the land today.)

The Lord also touched the heart of a Mr. Frank Hinton who was a prominent member of the community during this time. Impressed by the efforts and determination of the members, Mr. Hinton graciously cut logs from his own land and donated them to the members for the construction of Bethlehem’s first church. The members again witnessed the kindness of God through Mr. Hinton who, with his sons, even notched the logs and helped raise the church.

Six Forks Road, at the time, was a narrow, two-lane, unpaved road which curved around the west side of the church. The first driveway was very steep and located in the rear of the church. The church was not very wide and it faced away from the road. (The present east side, middle door of the present structure is the approximate location of the front door of the first church.)

Bethlehem was pastored during the subsequent years by: Reverend Jonnie Jones (1910-1916); Reverend C. C. Clark (1916-1920): and Reverend Hence Millard Jones (1920-1930).

The Deacon Board expanded with the addition of Will Cannady, Alton Dunn, Seaton Alston Dunn, Sr., Fred Lipscomb, Otha W. Moore and Ralph Edwin Ray. These early church leaders were blessed with offspring who are members of Bethlehem to this day.

The first church was built facing east. The AMEN corner was omitted. Reverend V. Farrow served as pastor from 1930-1938. Mr. Theodore Chavis and Mr. Edgar Moore were ordained deacons during Reverend Farrow’s pastorate. During this time, Six Forks Road was rerouted from the west side of the church to the east side.

In 1933, the church purchased land for a cemetery. The same year, Buddy Dunn, who was still in his teens, died and became the first to be interred in the new cemetery.

By this time the church began to take on a different appearance. The original entrance had steps which entered the vestibule from the east and west sides. These steps were changed to provide entry directly to the front of the vestibule.

The early members did not have the luxury of central heating. The structure was kept warm by means of a pot-bellied stove. The pulpit was located at the north end of the church near the cemetery. Later, the pulpit was relocated to accommodate the addition of a choir stand, pastor’s study and choir room. The church site was outside the Raleigh city limits. Water was carried from the Lockleys’ Spring which was located just south of the church at the bottom of the hill.

Pastors serving during this period were: Rev. V. T. Williams, (1938-1943), Rev. H. D. Eaton (1943-1948). Rev. Alex Terrell (1948-1952), and Rev. W. B. Lewis (1952-1953). Young men named to the Trustee Board during this time were: Seaton Dunn, Jr., Charlie L. Jones and Guy Clay. The membership of Bethlehem began to grow with the return of young men from the active military service.

The members continued to improve the building. The high ceilings were lowered, old worn flooring was replaced with oak hardwood, the steeple was erected, and new pews were installed. These improvements were made under the pastorate of Rev. Leotha Debnam who served from 1953 through 1956.

A short time later, Rev. William A. Perry (1957-1965) along with Deacon Theodore Chavis, sought to obtain a deed for the cemetery property. During this time, Mr. Joseph Walters and Mr. Joseph Dunn were ordained as deacons, Alex Jones was named to the Trustee Board, and Mrs. Bettie Peebles-Closs was named Church Clerk. Other officers serving during Rev. Perry’s pastorate were: Deacon Oris Harris, Chairman of Deacon Board; Deacon Willie Chavis, Treasurer; Deacon Theodore Chavis, Sunday School Superintendent; and Deacon Joseph Walters, Chairman of the Trustee Board and Treasurer of the Building Fund.

At this time there was only one choir in Bethlehem. This was the Senior Choir. However, a Co-Op choir was composed of singers from Bethlehem’s Senior Choir, Piney Grove and Lincolnville A. M. E. Church Choirs. Mr. Lynwood Smith served as pianist and directed both the Senior Choir and the Co-Op Choir.

Reverend H. V. Miles became the pastor in 1965 and led Bethlehem until 1979. During his pastorate, several other improvements were made including the addition of restrooms, an annex, and a kitchenette. Folding chairs were purchased and donated by various church members. Curtains were donated for the kitchen and annex.

During 1974, stained windows, carpet and light fixtures were installed. The interior walls for the sanctuary were replaced. The church officers during this period were: Deacon Edgar Moore, Chairman of Deacon Board; Mrs. Bettie Peebles-Closs, Church Clerk; Deacon Theodore Chavis, Sunday School Superintendent; Deacon Willie Chavis, Church Treasurer; and Deacon Joseph Walters, Chairman of Trustee Board. George Snelling, Sr. was ordained a deacon and Alvin Wimbish was named to the Trustee Board.

Reverend William L. Morgan became pastor of Bethlehem Baptist Church in October 1979. Under his leadership, Bethlehem began to hold services every Sunday instead of only once a month.

For many years, Bethlehem used a pond below the church for baptizing. In later years, a pool belonging to Attorney W. G. Mordecai was used for baptizing.

In 1981, the parking lot was paved, and a baptismal pool was installed beneath the choir stand.

In 1982, a church sign was erected, and the roof was replaced. Bethlehem was annexed into the City of Raleigh and the church connected onto both the city water and gas services.

In 1983, new pews were purchased along with a church bus. Mr. Eulos McKoy and Mr. Addison Lipscomb were ordained as deacons. Also, the following men were added to the Trustee Board: Mr. Frankie Barnes, Mr. Alfonso Miles, Mr. William Hodge, Mr. George Snelling, Jr., Mr. Willie Closs, Jr., Mr. Cledus Bynum and Mr. Ernest Jones. Church officers during this period were: Deacon George Snelling, Sr., Chairman of Deacon Board; Mr. Frankie Barnes, Chairman of Trustee Board; Mrs. Bettie Peebles-Closs, Church Clerk; Deacon Theodore Chavis, Church Treasurer, Mrs. Christine Boddie, Financial Secretary; and Mr. Cledus Bynum, Sunday School Superintendent.

In 1984, Mr. Theodore Johnson, Sr., was added to the Trustee Board. There were five choirs: the Senior Choir, the W. L. Morgan Gospel Choir, the Male Chorus, the Choral Choir and the Youth Choir, the "Angels Without Wings."

During the 100th Anniversary Celebration in October 1985, the members broke ground for a new fellowship hall. However, the continued growth of the Bethlehem family made it clear that a new, and much larger, edifice was needed. Consequently, the church membership voted to abandon the plans for a new fellowship hall in favor of constructing a new church structure.

In 1986, Mr. Cledus Bynum, Mr. WJ Morris and Mr. Hudson G. Willis were ordained deacons.

On Sunday, February 28, 1988, Rev. W. L. Morgan led the members in their last worship service held in the “little white church on the hill”. Thanks be to God that He has allowed the Bethlehem church family to continue to build upon HIS Solid Rock.

The church officers are: Deacon Eulos McKoy, Chairman of the Deacon Board; Frankie Barnes, Chairman of Trustee Board and Treasurer of Building Fund; Bettie Peebles-Closs, Church Clerk; Charlie Jones, Church Treasurer; Sandra Johnson, Financial Secretary; and Cledus Bynum, Superintendent, Sunday School.

In 1989, two houses were purchased, and the church also purchased one acre of land. The houses were used for Bible Study and business meetings while the new church was under construction. In January 1989, Mr. Dwayne Ray, Mr. George Cameron, Mr. Robert Graham, and Mr. Michael Ray, were elected to the Trustee Board.

In November 1989, Pastor Morgan led the members in a walk from Sanderson High School, (the temporary worship location during construction of the new church) back into the new church. What a praise testimony of God’s goodness as the young, the old, and babes in strollers all processed down Six Forks Road to Bethlehem. After this momentous occasion, the following are some of the achievements: Brother James Hinton became the Budget and Finance Chairperson. Two new vans were purchased, under the leadership of the pastor, because members lived in different areas of the city and needed transportation to get to the church.

May 4-6, 1990, the dedicatory banquet and worship services were held to dedicate the new edifice to the glory of God.

On Sunday, January 29, 1995, Mr. Clarence Clemons and Mr. Timothy Turner were ordained deacons. Also, in 1995 Mr. Joe Sisco and Mr. Jerry Wright were added to the trustee board.

In March 1996, Sister Deborah Edwards was elected as Superintendent of Sunday School. She served a one-year term and became the first female to hold this position.

On Sunday, December 12, 1999, Deacon Henry Doctor was installed as a deacon at Bethlehem Baptist Church.

Bethlehem has always had a heart for missions. Our church theme for the year 2000 was “Beyond the Walls”. God allowed our Pastor and Dr. Enoch Holloway, pastor of Friendship Baptist Church in Wake Forest, to travel to Africa to preach and teach the gospel to our African brothers and sisters. Through this mission trip God has broken down many walls of separation and joined us in fellowship with two churches in Africa.

During 2000, a new drum set, and a new piano were purchased. In March 2001, The Heart of the Father Men's Ministry was organized. The Heart of the Father's Ministry seeks to first assist in the rebuilding of Christian men. Its focus is to equip men to influence other men in the church and to have accountability to God. Through the fostering of more relationships, we will sustain and build upon the momentum gained through constant fellowship to create a tidal wave of men seeking the face of God as we assume our rightful place within God's holy will.

In May 2001, we began mid-week/mid-day service on Wednesdays. This uplifting time of Bible study, fellowship and health-related activities was begun specifically to allow our “seasoned” members a time of Bible study during the day. This time has grown spiritually and in attendance now including all ages. We also resumed our evening services on second and fourth Sunday evenings to continue to allow the Holy Spirit free reign in worship, healing and deliverance.

In December 2001, Sister Barbara Rock preached her initial sermon and became the first female to be licensed at Bethlehem. In 2002, Mr. Ardie Harris, Mr. James Woods, Mrs. Elizabeth Hunter and Mr. Dylester Smith were added to the Trustee Board. Sister Elizabeth Hunter became the first female to serve on the trustee board.

In March 2002, the Lord laid on Pastor Morgan's heart for Bethlehem to have a 40-day fast. This included children and adults. The Lord blessed in a mighty way. In October 2002, Bethlehem had its first Health Fair. Sister Andrenetta Jones was the coordinator for this event. The members also participated in "Just Give Me Jesus" and "Promise Keepers" conferences. Bethlehem was the first Black church that chaired The National Promise Keepers Conference. In December 2002, a new portable keyboard and amplifier were purchased for the purpose of taking to churches when the choirs are singing at different locations.

In April 2003, Sister Nell S. Hinton was elected to the position of Superintendent of Sunday School. She is the second female to hold this position. Bethlehem also celebrated their first Palm Parade during this time. This parade’s purpose was going out to win souls for the kingdom, spreading God's word to the unsaved. Beginning on July 7, 2003, Bethlehem had its first Tent Revival in the Oaks Community. This was a two-week experience that we will long remember. Sister Andrenetta Jones wrote a grant, for the church, to receive exercise equipment. Bethlehem received the grant, and equipment was purchased to be used by church members and the community.

The church officers during this time are: Chairman of Deacon Board: Dea. Doug Morris, Assistant Chairman: Dea. Cledus Bynum, Church Treasurer: Sis. Endya Morris, Finance and Budget Chairman: Bro. At the July 16, 2004, church Conference Meeting, Mr. James Davis and Mr. Joseph Miles became members of the Trustee Board. In September 2004, Bethlehem did a 40-day church wide study and fast, based off of Rick Warren’s Book, “The Purpose Driven Life”. The worship services, Bible studies, personal studies, etc. were all a part of this life-changing experience for the Bethlehem disciples. The tenets of worship, fellowship, discipleship, ministry, and evangelism lead to an overall review of the church’s vision and mission. These tenets are based off of the Great Commandment (Matthew 22:37–40) and the Great Commission (Matthew 28:19–20). After this time of fasting, study, transformation, etc., in January 2005, Bethlehem reorganized the ministries and leadership structure to be more effective as a church body. This was done to fulfill the vision of the church.

In May 2005, the Women of Grace and Excellence celebrated Mother's Day by having their very first Women's Day Tea. It was a joyous occasion in the name of the Lord.

During the June 17, 2005 Conference meeting the Deacon Board Report was presented by Dea. WJ Morris. Dea. Morris stated Bro. Dylester Smith has stepped down as chairman of Trustee Board and Bro. Joseph Miles has stepped in and is trying to get some things done. Bro. Miles has taken responsibility as Chairman at this time. It was recommended from Pastor and Deacon Board that Bro. Miles become the Chairman of Trustee Board. It was approved and Bro. Joseph Miles was elected Chairman of Trustee Board.

During the August 19, 2005, Church conference, Bro. Jim Hinton, Chairman of Budget and Finance Committee came forth to talk about the sound system. He gave a breakdown of exactly what needs to be done. Bro. Hinton passed out information so we could see the breakdown of how things will be done. The total cost for the new sound system, the electrical work needed, and a new laptop will be about $25,000. All equipment will be new except Powered Projection Screen. Some microphones may need to be replaced. Also, Bro. Hinton reported he is looking into getting a new projector for the Fellowship Hall. There will be people trained on the new system. Once the deposit is given, it will take about 4 weeks for work to be completed. A motion on the proposal was moved and properly seconded that the Budget and Finance Committee will borrow $25,000 from the Homecoming Account to fund the project.

In November 2005 a new ministry for the young girls of the church was formed. The ages range from 11-18 years of age. The Ministry is called Girls of Grace.

In January 2006, a state-of-the-art sound system was installed, giving us capability for projecting via a stadium screen in addition to high-quality sound in the sanctuary and fellowship hall.

On March 5, 2006, a check in the amount of $50,000 was donated, by a member, to help in the installation of a lift. On August 17, 2007, the installation was completed, and the lifter became operational so that the elderly of the church would have easy access to the fellowship hall.

During the June 30, 2006, Conference, Dea. WJ Morris gave the Deacon Board report. Included in the report he stated that the deacons want to add others to the board. We want people who are committed. The deacons have two members they want to add. The first person is Bro. Jim Hinton. We have seen him work and grow. Recommendation was that Jim Hinton be added to Dea. Board. It was moved and properly seconded that Bro. Jim Hinton be placed on Deacon Board. The second person is Bro. D. J. Jones. Bro. Jones has come to Bethlehem and given much support to the church. He has worked with the structural part of the church. Also works with the young people of the church. It is recommended that D. J. Jones become a deacon here at Bethlehem Baptist Church. It was moved and properly seconded that D. J. Jones will become a deacon. There are several things we need to get in place. Continue to lift the deacons up. Pastor Morgan then stated the proper procedure is to make sure the wives are on board with their husbands. He has already talked with them, and they have consented that they are on one accord.

Dea. Morris came forth to let us know about the structure of the church and brought forth Bro. DJ. Jones to give the structural report of the church. There are five ministries. All ministries come under the umbrella of these five which are Outreach, Christian Education, Worship Ministry, Support Ministry and Policy Ministry.

There is a brochure with all ministry groups so that new members will be aware of what ministries they can join. Copies will be made by a professional company and be given out.

On September 9, 2007, Mr. James W. Hinton and Mr. D. J. Jones were ordained as Deacons of Bethlehem.

The church officers are: Chairman of Deacon Board: Deacon WJ Morris, Assistant Chairman of Deacon Board: Deacon Cledus Bynum, Church Treasurer: Deacon Addison Lipscomb, Budget and Finance Chairman: Deacon James Hinton, Financial Secretary: Sister Alice Fowler, Trustee Board Chairman: Brother Joseph Miles, Trustee Board Assistant Chairman: Brother Ardie Harris, Building Fund Treasurer: Deacon Addison Lipscomb, Sunday School Superintendent: Sister Nell S. Bethlehem, several area pastors and churches in conjunction with Raleigh-Area Concerts of Prayer held “21 Days with Jesus at the Foot of the Cross”, December 31, 2014-January 20, 2015. This was twenty-one days of evening worship/prayer services

for the area-wide Body of Christ with an open altar. The services were held beginning on New Year’s Eve 2014, 9:00 p.m. to midnight and then from 7:00 - 9:00 p.m. all other nights. It was a time of blessing as we joined with area Christians to seek the face of God for revival in the Church through worship, prayer, and personal confession/repentance. It was a time to bring to the altar our personal sin, hurts and struggles, our marriages, our families, and much more, as we humbled ourselves at the foot of the cross. Many Bethlehem disciples and others fasted during these 21 days, along with the nightly praise, worship, prayer and sharing of the Word. What a blessing as we ended the year 2014 and began 2015 ready to continue doing the work God has assigned for this season.

During the June 19, 2015, business meeting, Deacon Morris gave the Deacon Board

Report which included several updates/changes in church administration policies.

They are:

Detailed steps

Deacon Morris also went over the Leadership requirements for us to read.

The December 18, 2015, business meeting report from the Trustee Board by Deacon Tim Turner stated the security system installation has been completed and we now have 24-hour surveillance, inside and out. We have received and submitted quotes for cleaning and painting the church steeple. Work should begin in the 2nd quarter of 2016. We are planning to replace A/C system on the organ side of the sanctuary in the 1st quarter of 2016. There is a sink hole at the lower end of the front church parking lot. We have received quotes for repairs and are now beginning to compare them. Need to get one more quote. New tables have been purchased for the Fellowship Hall. We now have a new church bus that was donated to the church.

Deacon Morris came forth to give the Deacon’s Report. We need to build up the Trustee Board. Trustees are the legal representatives of the church. Trustees are approved by the Pastor and Deacons. The Chairman and Vice Chairman are elected for 2 years. The Trustee duties are: Act as legal agents, safekeeping of church’s legal documents, sign bank notes, upkeep and maintain the church, upkeep and oversee church rental properties, maintain map and records of cemetery plots and provide job description for and over maintenance personnel.

Trustees are stretched very thin and we are coming tonight to bring forth names for recommendations. The names we are bringing forth tonight for 2016 are:

Bro. Billy Leathers, Bro. Michael Leathers, Bro. Dave Martin, Bro. Mark Porter. Motions were made on each of these names and all of them were elected to be added to the Trustee Board.

Dea. Morris came forth and talked about voting procedures which are:

  1. Vote on full list of nominees at one time

The election of Church Officers will be held in June 2020 at the Church Business Meeting. Be in prayer for our church leadership.

Shortly after the December 2019 business meeting, a virus was reported in China. While it was a lightly reported news item here in the United States, it didn’t really warrant much attention. However, shortly thereafter, in March of 2020, it became a worldwide illness. The name was COVID-19, a shortened version of Coronovirus 2019, because it was discovered in the latter part of 2019. This virus became a WORLDWIDE PANDEMIC that killed millions of people worldwide. The effects of COVID-19 impacted every aspect of our lives, causing a shutdown of businesses, medical facilities, shopping areas, schools and of course churches. Nothing like it had ever occurred before. Much of the United States began to shut-down in a “state of emergency”.

On March 13, 2020, the Governor of NC declared a state of emergency. Almost everything was closed down. We began a period of overall quarantine. Quarantine meant we were “locked-in” our homes with only essential personnel going out. On March 21, 2020, Bethlehem disciples received the following email stating, “Bethlehem Disciples and Friends, As we continue to pray though the Coronavirus and its effects on gathering together, Bethlehem is starting to use an online giving tool for you to still be able to support the expenses of the church. The tool we will use is easyTithe”. This online giving option meant Bethlehem disciples could continue to support the church with tithes, offerings, etc. without having to be in-person.

On March 27, 2020, the following email message was sent to all Bethlehem disciples, “Sunday Services and Mid-Week Services are cancelled until further notice. We plan to give inspirational messages on Sundays through live streaming. Please stay encouraged as we pray for one another. May God bless all of you”. An email was sent on April 12, 2020 which stated the following, “As a church family, we want to stay connected and stay in God's word, so Bethlehem will be starting Bible study this Wednesday night April 15th, via teleconference using the GoToMeeting application. The call-in phone number and the link are listed below and they will be the same each Wednesday night. If you have any questions or problems logging in or calling into meeting please email Dea. Hinton”.  On September 7, 2020, the Bethlehem disciples received the following email, “Hello, my church brothers and sisters, Bethlehem Baptist Church is moving from Virtual Meeting provider GoTo Meeting to Zoom. The official change over date is 3rd Sunday, Sept. 20th. This is the link that will be used for Sunday School and Bible Study from your computer, tablet, and smart phone.

We are having 2 - Zoom training meetings so everyone can get acquainted to Zoom and Zoom functions. Thursday Night 9/10 and 9/17 at 8:00pm; Scheduled for 30 minutes. No agenda, just to answer any questions that you may have before the transition on 9/20/2020.

Click on link anytime and go ahead and download Zoom application onto your computer, tablet, and smart phone, so you will be ready for the training meeting. You only need to attend one session of training. Thanks, Dea. Hinton Attached is a printer friendly version for your records”

This is a part of our church history because we could not hold any type of in-person church gatherings from March 2020 until mid- year 2021. However, because God had blessed us with disciples who were able to use the technology available, we were able to keep going as a church family. Many churches had to shut their doors during this pandemic because they didn’t have the technology in place to continue. This is just another instance of God’s faithfulness to Bethlehem and of the perseverance and dedication of Bethlehem disciples to serve God in all things.

Our God is Good. The various ministries/auxiliaries of the church could use the ZOOM platform to continue their meetings as well. Finally, in August 2021, we began to return to in-person worship services, but continued many of the other meetings, gatherings on the virtual platforms that had been established during the COVID shutdown.

During the August 20, 2021 business meeting Pastor Morgan informed the church that he would be retiring after 42 years of service to Bethlehem effective 4th Sunday in October 31, 2021. Sis. Gloria would also be retiring as Church Secretary at that time.

There were also several reports given during this meeting. Sis. Andrea Jones came forth and presented the Outreach Ministry Report. She stated many things closed down, but the Food Pantry did not. There were 34,000 people served through the Food Pantry. Dea. Turner gave the Trustee Board Report. He gave the Covid Safety Protocols. Please make sure to continue to adhere to the safety measures and procedures that we have in place. Dea. Morris came forth and gave the Deacon Board Report. He stated there are no choirs in Choir Stand. He also reported:

Dea. Hinton came forth and gave Budget and Finance 2020 Year In Review.

Dea. Morris came forth and gave dates for upcoming events including Ordination Service for Min. Hinton at 4 p.m. on August 29th. He asked that we stay informed on COVID directives and inclement weather. He also reported there is an immediate action items the Deacon Board and church would have: Form a Pulpit/Selection Committee:

On August 29, 2021, Minister Dr. Nell Sullivan Hinton was Ordained to the work of the Gospel Ministry by the Wake Missionary Baptist Association and Bethlehem Baptist Church. She is the first female to be ordained to the ministry in the 136-year history of Bethlehem Baptist Church.

The Bethlehem disciples began the process of selecting a Pastoral Search Committee. After members submitted names and voted the Pastoral Search Committee (PSC) was elected. Those elected are: Sis. Alice Fowler – at-large member, Dea. James Hinton – Budget and Finance chair, Sis. Beverly Leathers - at-large member, Dea. Tim Turner – acting Trustee chair, and Min. Fred Williams – at-large member. The PSC will meet and select a chair in the near future.

Beginning on the 1st Sunday in November 2021, the pastoral staff began to serve as Pulpit Speakers, Bible Study teachers each week, lead the Friday night Intercessory prayer and handle any other services (baptism, etc.) as needed. The deacons will develop the schedule needed each month during the transition period until a Pastor is elected by the church body.

The Pastoral staff members who will serve during the transition are: Minister Nell S. Hinton, Minister Genia Newkirk and Minister Fred Williams.

December 3, 2021, Church conference was held via ZOOM. Andrea Jones presented the Outreach Ministry Report.  Many things closed down, but the Food Pantry did not.  During 2021, 800 clients were served per month.  In August 2021, the Rex Rehab Ministry resumed after 20 months. Sis. Ann Jones reported there is a need for assistance with the COVID-19 safety protocol of entrance screening.

Dea. Turner gave the Trustee Board Report.  He reminded the body that the Covid Safety Protocols are still in place. Please make sure to continue to adhere to the safety measures and procedures that are in place. He stated once service is over, please leave the building to allow trustees to complete sterilization.

Dea.  Bynum came forth and gave the Deacon Board Report.  He reported:

Deacon Hinton gave the budget and finance report which included:

During the conference meeting held on June 10, 2022, via ZOOM, Outreach ministry gave the report of several activities that resumed after the COVID-19 shutdown. The worship ministry report was given which included the following:

Dea. Bynum gave the Deacon Board report and expressed thanks and appreciation to the pastoral staff -- how they have stepped up and filled in the pulpit each Sunday, as well as leading the Bible Study and Intercessory Prayer each week, keeping things going after Pastor Morgan’s retirement. He also stated we will continue our safety protocol (requirement of masks and distance seating) and other COVID precautions. We will, however, suspend temperature monitoring beginning this coming Sunday. We will continue to monitor NC Metrics and adjust our protocol as needed. There will be no formal church-wide Summer sabbatical this year. Each ministry will have the discretion to have a sabbatical over the Summer months.

The Pastoral Search Committee came forth with the following report:

Deacon Hinton came forth with the mid-year account balances as of the end of May 2022. He also reported that the IRS had sent us a notice that we owed them $6,828.45. We found out that this was an IRS error, associated with a second Federal ID for the church. Deacon Hinton filled out and sent them a 941 form. In May, we received a refund of $6,941.99 (the original amount plus interest) and it has been put back into the Special account. He is in the process of closing the 2nd ID for the church. We have approved a $2,000 budget for the Search Committee not in our original December budget. We have approved a $300 bi-annual fee for the Wake Baptist Association (to support the organization and to use their site to post the Pastor’s position). The CPA report is done and was presented with various recommendations. Our main focus in 2022 is saving as much as possible, to be ready for a new pastor.

The church business meeting was held on December 2, 2022, via ZOOM. Various ministry reports were presented. The Deacon Board report was given by Dea. Cledus Bynum. He expressed thanks and appreciation to the people on the Support Team, all the teamwork from our leadership, and the body as a whole in making sure that we keep everything going in the church. He stated that we are still self-sanitizing and keeping social distance within the church. Wake County is at a low community level of transmission of Covid. However, there is currently an influx of the flu. Therefore, it is important to continue our protocol to protect not only from Covid, but also other diseases. We will continue to prayerfully consider any future changes in protocol as we continue to monitor NC Metrics. The Health Ministry will be moved from Christian Education to Policy. That will be a better fit since the Ministry is responsible for defining the health policies for Bethlehem. This line item will be moved in the budget reporting.

Dea. Bynum gave the following report regarding Church Officers:

A report was given by Sis. Beverly Leathers, chair of the Pastoral Search Committee which included the following:

At each step, a determination is made whether to continue consideration and pass the candidate on to the next level. If they are not passed to the next level, they are sent a letter informing them of that decision.

Deacon Hinton gave the budget and finance report of all Account Balances as of the end of October 2022. House #2 has been rented for 1 year starting August 15th. After the custodian’s fall in June, Worker’s Compensation did not start until September 1st because of problems with Church Mutual. We paid his salary for two months since Worker’s Comp was delayed. We are hoping the church will be reimbursed for those payments. Brother Michael Morgan became the temporary custodian. Letters were sent to IRS to close 2 unnecessary church tax IDs. There have been problems with the fire control panel in the church that was installed in 1989 (false alarms, panels beeping all day, zone turned off for multiple days due to bad signals being sent, attempt to set up a land line falling through because outside cables had been cut). We have contracted with Johnson Control for an upgraded fire panel that will link to our digital signal. Parts have been ordered, and we are waiting for an installation date. The one holdup is with getting a permit from the City of Raleigh. Deacon Hinton presented the proposed 2023 budget projections. It was moved and seconded to approve the proposed budget. The budget was approved by majority vote.

The June 9, 2023, Bethlehem business meeting was held via ZOOM. Ministry reports were given by Outreach, Policy and Christian Education. Highlights regarding COVID-19 from the Policy report are:

Sis. Beverly Leathers gave the following report from the Pastoral Search Committee:

Deacon Hinton presented the Budget and Finance committee report with all Account Balances as of the end of May 2023. He stated letters were sent to IRS to close 2 unnecessary church tax IDs. We are trying to make sure these IDs are never used again. A question was raised: were the church tax ID’s set up legitimately? Two of them were. Deacon Hinton is not sure why the 3rd one was there or who would have applied for it. Sis. Beverly and Sis. Cheryl are being training on the Payroll system to have a backup person. There were problems with the fire control system in the church. Johnson Controls’ solution was to replace the existing box and controls. The work was completed 3/3/2023, but the inspection failed. Those issues were fixed last week. We are waiting for re-inspection.

The Bethlehem Baptist Church Special Conference was held on June 7, 2023, in-person and with ZOOM. Dea. Cledus Bynum did an overall review of the process to select a new pastor. Sis Beverly Leathers, Chair of the Pastoral Search Committee, brought forth the following recommendation from the committee of Elder Walter S. Dozier to serve as our next pastor. Dea. Bynum then asked for the pleasure of the congregation. It was motioned by Min. Nell S. Hinton that we accept the recommendation from the PSC for Elder Walter S. Dozier to become the next Pastor for BBC. It was seconded by Bro. Billy Leathers. The motion carried by voice vote.

The PSC passed out the ballots to all in the congregation. As the congregation was voting in-person, we did a verbal vote of all members on the Zoom call. 13 members on Zoom voted Yes or No. The 32 in-person ballots were counted by Dea. Bynum, Sis. Alice Fowler, and Sis. Lucy Jones in the presence of the congregation. The final count of the in-person ballots and the Zoom Verbal votes were tallied. The required two-thirds majority of the 45 votes was reached. Therefore, Elder Walter S. Dozier was elected to become the next Pastor of Bethlehem Baptist Church.

Rev. Walter S. Dozier accepted the call to become the 14th pastor of Bethlehem Baptist Church. He preached his 1st sermon as Pastor on Sunday, September 3, 2023. His “Anointed and Blessed” Pastoral Installation Service (hosted by the Pastoral Installation Committee) was held on Sunday, October 15, 2023.

The Bethlehem Baptist church held a business meeting on December 1, 2023 via ZOOM. Ministry reports were presented, and several leadership resignations were announced and accepted. They are:

The Pastoral Search Committee report was given by Sis. Beverly Leathers. Accomplishments since last update are:

Dea. Hinton presented the Budget and Finance account balances for all accounts as of the end of October 2023. Previously reported problems with our 31-year-old Fire Control System have been completed. A $657.50 refund was received. We borrowed $12K from the Homecoming account; we have repaid $9K. Dea. Hinton also presented the proposed 2024 Budget. It was moved and seconded to approve the proposed budget.

Pastor Dozier then gave some closing remarks:

The Bethlehem Baptist Church Bi-Annual Church Conference held on June 28, 2024, via ZOOM had several ministry reports and church updates reported. Dea. Hinton gave the budget and finance committee report stating that all year-end items were completed by the required dates in January. He reported several personnel changes: Michael Jones is the Minister of Music, Sis. Aquelin Dozier is the Church Secretary, the financial secretary’s responsibilities will be split between Sis. Beverly Leathers, Sis. Sallie Commissiong and Dea. Hinton. He asked the congregation to pray over the church finances and listed several cost-cutting items. He reviewed the budget vs. budgeted items as of end of May.

Deacon Hinton presented the deacon’s report which included reassignment of all church membership between the two remaining deacons, review of active church member, letters of members who have removed their membership, adjustments to outgoing payments for former pastor’s Love offerings, and an update on the progress of the New Members class. He also reported that elections for church officers will be postponed until December 2025 to give the church the opportunity to grow. The Pastor and deacons will make appointments for various vacant offices, as needed. He reviewed various vacancies: Deacon Board chairman, Financial Secretary, one announcer position, Executive board member-at-large, Christian Education ministry lead, Outreach ministry lead.

Pastor Dozier gave several updates including that all ordained ministers on the Pastoral staff were now to be addressed as “Reverend”. He explained this is protocol whenever a minister has reached the level of ordained. We will begin an in-person Bible study on Wednesdays from 12 noon to 1 p.m., held in the Fellowship Hall.

The Bethlehem Baptist Church Bi-Annual Church Conference held on December 20,2024 via ZOOM had various ministry reports presented. Deacon Hinton presented the Budget and Finance Report stating the church Secretary Position is vacant. It will be open to everyone in January. He gave the requirements for the position. He encouraged the Church to return to Tithing. He presented a Budget Comparison 2024 vs 2025. It was moved and properly seconded that the 2025 budget be approved. Dea. Hinton also reported that currently there are only 2 active deacons, he and Dea. Morris. Sis Michelle McCrimmon was appointed as Youth Director by the Pastor and deacons in December 2024.

Sis. Michelle McCrimmon (Youth Director) gave a report on the recent Coat drive held by the Youth. She stated 67 Total Items were collected for the Coat Drive and given to Riverbend Elementary which is a High Needs School. The Coat Drive was very timely as the school Social Worker reached out to Sis. Michelle. Sis. Michelle thanked everyone for their support.

Rev. Fred Williams was asked to become the Sunday School Superintendent and Sunday School Teacher. Rev. Williams hopes to gather in the new year with the Sunday School Teachers.

Pastor Dozier thanked everyone for all the work they are doing. He encouraged everyone to continue to do the work of the Lord and reminded us that all that we do is about advancing the Kingdom of God. He also thanked God for the Budget & Finance Committee and for Dea. Hinton, praying that God will allow us to meet the needs as God showers us with his blessings.

A special Call business meeting was held on March 21, 2025. Dea. Jim Hinton introduced the new Church Secretary, Sister Camille Leathers. Pastor Dozier announced that Sister Alice Fowler and Brother Billy Leathers have accepted the call to ministry and will start minister training. Dea. Hinton then presented the budget committee report, providing a brief history of the church's construction and its return in 1989. Dea. Hinton presents a detailed overview of the church's property holdings and financial situation. The church owns four houses and a church building, with outstanding mortgages totaling $566,000. The tax value of the four houses is approximately $1.2 million. Jim proposes considering selling the houses, which would allow the church to pay off all mortgages and have a surplus of $634,000, making the church debt-free. He raised the question of whether it's time for the church to exit the affordable housing market, noting that current leases would be honored until October 2025 if the properties were sold. He discussed the future of Bethlehem Baptist Church's finances, focusing on managing current expenses and potential investments. He mentioned the church's 36-year plan and the purchase of houses for daycare centers, which never materialized. Deacon Jim Hinton expressed a desire to ensure the church's financial stability and invest its funds for future growth. The decision would be presented to the church body for approval. If approved, homeowners would be contacted to purchase the houses themselves, or the church would sell them. The church would then use the funds for other necessary repairs and improvements. After discussion and issues being addressed, the proposal was well received, with no major concerns raised. The meeting concludes with a vote on selling all four houses, which passes unanimously. Deacon Jim Hinton and Pastor lead the voting process, ensuring all members have a chance to vote either verbally or by raising their hands.

The Bethlehem Baptist Church Bi-Annual Church Conference held on June 27, 2025, via ZOOM had various ministry reports presented. Brother Michael Leathers reported from the Trustee Board that a two-phase mold remediation project in the church basement will begin on Monday. Phase one involves combining three drains to stop water from seeping into the church walls, while phase two will involve removing panels and installing mold prevention measures.

Dea. Jim Hinton gave the budget and finance report, including a review of various budget categories and a discussion on cost-cutting measures. He also noted that the church's accounts are trending downwards and emphasized the importance of tithes and offerings over homecoming contributions. The budget review showed that actual collections and expenses were close to projections, with some variances due to unexpected expenses and donations. He gave an update on the selling of the four rental houses, with an offer of $900,000 being declined and negotiations ongoing. The church approved a target price of $1 million for all four houses, with a motion passed to support this goal. The meeting also addressed the process for contributions to Sunday school and Bible study programs, and Deacon Jim Hinton mentioned that the church is considering early lease terminations for better pricing on the houses.

Pastor Dozier shared the vision for Bethlehem Baptist Church that includes establishing marriage and singles ministries, as well as a wellness and health ministry focused on mental health support. He emphasized that while the vision is big and may take time to fully realize, it is God's vision and will come to pass. Pastor plans to present the vision monthly to the church and has already begun praying for these ministries to develop, with a particular focus on supporting marriages and offering mental health resources to both congregation members and the broader community. He also stated the church has established partnerships with Wake Tech Community College to offer free basic computer skills classes and other educational initiatives, including college campus tours and financial literacy workshops. Pastor reported that 16 students attended a recent computer class, with 11 from Bethlehem Baptist Church and 5 from surrounding communities. The church is also developing after-school and summer camp programs for children, though some planned collaborations with other churches did not materialize.
